According to Rosenthal (http://msn.foxsports.com/mlb/story/10193432/Sources:-Nats-interview-Braves%27-scouting-director) it looks like the Nats are trying to steal away Roy Clark:
The Braves could lose their scouting director to a division rival.
The Nationals have interviewed Roy Clark, the Braves' scouting director since 2000, according to major-league sources.
Nationals general manager Mike Rizzo is trying to hire an assistant GM, and Clark has ties to team president Stan Kasten from their days together with the Braves.

I guess it's not enough for them to take all of our player rejects.

I'd rather give them TP, Norton and a player to be named later.

Well I hope Roy doesn't go because he is very valuable and has done so much for our organization and I really hope no one has fallen asleep at the wheel in making an effort to retain Roy.
Clark took the Nationals job (http://www.ajc.com/sports/atlanta-braves/braves-lose-scouting-director-161822.html).

not shocked, but kinda strange that he turned them down 2 years ago but goes now...guess he just didn't want to work under Bowden...
One theory is that since Cox will be moving into the front office next year, Clark's influence and position in the organization would be obscured and marginalized and so his time to move on had come.

Well crap. The Nats front office situation seems really screwed up right now. Maybe he knows something we don't. Or maybe he's really excited about the opportunity to get the first draft pick every year.
